With reference to your letter No. 41716/25 of
September 15th, I am directed by Mr. Seeretary Chamberlain
to state that he hòa given asrafil consideration to the
proposals advanced by the Governor of Hongkong in his
telegram of September 12th, regarding the measures to
be tacon against the Bolshevist régime at Canton,
Mr. Chamberlain is mwilling to take a decision
on a matter of such importance without full knowledge
as to the probable effect of the proposed action on
Canton and on the rest of China, He would suggest
therefore that Sir R. (tubbe be instructed to repent
hia proposals to Hia iajesty's Chargé d'Affaires at
Peking and to His is jesty's Consul General at Canton,
requ sting each to send his observations thereon
direct to the Foreign Office His Majesty's Consul
General at Canton repeating to Peking the telegram
which he will addreas to it, Chamberlain, Mr.
Chamberlain considers that, in order to facilitate
the deap tch of business, similer procedure might
be followed on future occasionu, when the Government
of Hongkong recommend to His kiajesty's Government a
line of policy affecting the general situation in Chine.
